Hem Bahadur Moktan serves as the Social Programs Head at GoodWeave Certification (GWCN) Nepal. 

With a Master’s Degree and as an advocate he is part of GWCN’s strategic team and also serves GoodWeave International leadership bodies (As Executive Leader Team (ELT) and Standard Committee Member at GoodWeave International (GWI). 

Hem's initial responsibilities included conducting in take interviews with child trafficking victims, case management for rescued children, and development of program for rescued children. Currently, he helps to design GWCN’s remediation and preventive programs and policies. He wants to give children in the program the best chance at rebuilding their lives, for which they need appropriate support and resources. His goal is to encourage each child to have self-respect and ambition, and a goal in their lives. 

Previously, he has working experience in Nepal government, Ministry of peace and re-construction as Peace Secretary (Section Officer) in Makawanpur district. During his work, he has experiences of psycho-social counseling, personality development, facilitating among political parties, civil societies and conflict victims at district level. 

Hem has participated as a panelist in 5th Global Conference on the Elimination of Child Labor, Durban, South Africa and attended UN forum on Business and Human Rights, 2024, Geneva, Switzerland. Drawing on his lived experiences as a child labor survivor and member of the Tamang indigenous community, Hem shared his observations on the critical links between the climate crisis, forced labor, and child exploitation. 

He also spoke at the Indigenous Peoples Caucus and contributed to a UN Working Group video appeal, encouraging more representatives from the Asia-Pacific region to attend in 2025. He also presented as speaker at the SOS (Students Opposing Slavery) International Summit at Lincoln’s Cottage on June-25, 2026. Moktan taught English and Law at the college level for approximately seven years.
